SECTION ONE RULES & REGULATIONS
2006/2007
These Rules & Regulations apply, as do the National Rules & Regulations, to all play within Section One.
I. PLAYER REGISTRATION / PLACEMENT / TRANSFER TEAM FORMATION
A. No registration, placement, or transfer of players shall be accepted after dates shown on the respective calendar.
B. Teams shall not be formed after dates shown on the section calendar.
C. A complete listing of teams by division, indicating the players and birth dates thereon, shall be submitted to the respective area director, upon their request, or as directed by the section director.
D. The Division U16 and U19 Program shall be comprised of an accelerated program and an extended program to accommodate both the C.I.F. player dropout and those players who do not participate in C.I.F. soccer. Players who participate in C.I.F. become ineligible to concurrently play in the extended program. Regions may accept new registrations to and including December 31 to constitute teams for the extended program. At the discretion of the regional commissioner, those players who are not selected to play C.I.F. soccer may be permitted to participate in the extended program.
E. The effective date of age determination shall be the player's age as of July 31st of the year that the season commences.
II. COMPETITION
A. League champions shall be determined by a system devised by the commissioner prior to the start of the season.
B. It shall be mandatory to play a scheduled game. Failure to do so could result in disciplinary action against the coach or team. The coach may present an excuse for such non-appearance, but the full power to uphold the forfeit, to levy discipline or reschedule the game shall reside with the regional commissioner for regional games, with the area director for area games, and with the section director for sectional games, or with their respective designees.
C. In case of failure to play a regularly scheduled game, the offending team shall lose said game by a score of 1:0.
D. The program for Division U16 and U19 play permits free player substitution during the accelerated and extended programs at the discretion of the regional commissioner with the prior approval of the area director. This departure from traditional player substitution procedures shall not apply to area, section or Southern California Championship playoffs, absent prior notification to the contrary from the section director. To the extent that a region wishes to use "free substitution," it must use some form of independent monitoring system (other than the coach) to ensure that every participant plays at least half of every game. It shall be the joint responsibility of the regional commissioner and the area director to monitor the application of this free substitution to ensure strict adherence and compliance with the "everyone plays one-half of every game" doctrine. Failure to adequately monitor for compliance may be grounds for revocation of the free substitution option.
E. In order for a team to be eligible for league playoff competition, the team must play a minimum of six AYSO regional or inter-regional games.
F. In order to be eligible for league playoff competition a player must have played in at least half of the total number of league games played by that playoff team to which he/she was assigned during the regular season, except in the situation where the player is assigned in time to meet this requirement but is unable to play because of illness, injury, or a change of residence which causes a change of regions.
1. Any player or coach who receives a red card for fighting during the regular regional season, regional playoffs, or area playoffs will be ineligible to participate in the section playoffs.
2. Any player or coach who received a red card for fighting during the previous year’s section playoffs will be ineligible to participate in the current year’s section playoffs.
G. Any player determined to have participated on two league teams concurrently shall not be permitted to participate in any post-season playoff games, league or all star.
H. League champions may compete in a playoff to determine area champions. Area champions may compete in a playoff to determine section champions.
I. Each charter region may enter teams, as approved by area director, from Divisions U10 through U19 in the area championships. Teams in Divisions U8 and U6 are not eligible for playoffs.
J. Section will be responsible to provide only a Championship Playoff for area league champions. Section-league champions may compete in a playoff, when available, to determine Southern California Champions.
K. All playoff competition shall be conducted under these Rules & Regulations. The designated playoff chairman shall publish, at least 60 days prior to the commencement of the playoffs, administrative procedures necessary, but not in conflict with these Rules & Regulations.
L. In all playoff games;
Games shall be played as scheduled, the center referee, or the section director and or the tournament director(s) for section games, shall have the authority to cancel or terminate such games.
M. In division U-19 & U-16 teams will play games of 11 players versus 11 players with a maximum roster size of 22 (with approval of Area Director). Divisions U-14 and U-12 will play games of 11 players versus 11 players with a maximum roster size of 15. Division U-10 will play games of 7 players versus 7 players with a maximum roster size of 10.
III. OFFICIATING
A. Referees and/or assistant referees for regional competition shall be assigned by respective commissioner or their appointed designee.
B. Referees and/or assistant referees for exhibition and section championship playoff games shall be assigned by the section directors or a designated representative.
C. In all section championship playoffs, all officials must be chosen from regions not in the contest being played.
IV. DURATION OF SEASON
The official playing season of Section One shall be from August through the end of playoffs. Dates of season(s) other than the above shall be approved by the respective area director and by the section director.
V. ALL-STAR COMPETITION
The All-Star program is intended to provide an opportunity for those players who have demonstrated outstanding soccer ability and who have displayed an attitude of fair play, enthusiasm, and cooperative team spirit to participate on a team composed of players who have similar qualifications.
A. All-Star teams shall be formed no sooner than October 1 for the Division U16 and U19 accelerated program, December 1 for Divisions U14, U12 and U10, and January 25 for the Division U16 and U19 extended program. A final team roster shall be given to the area director on or before a date established by the area director. This date shall be prior to the team’s first scheduled game.
B. Each area shall determine its own competitive format.
C. All-Star players must compete in the division in which they participated during the regular season.
D. To be eligible for All-Star competition a player must have played in at least half of the total number of league games played by the team to which he/she was assigned during the regular season, except in the situation where the player is assigned in time to meet this requirement but is unable to play because of illness, injury, or a change of residence which causes a change of region.
Where not in conflict with Section V, paragraphs A-D above, the provisions of Sections I-IV of these Rules & Regulations shall apply.
VI. INJURIES:
A. Each site will have all insurance forms & incident reports as well as any emergency phone numbers.
A first aid kit should be available as well.
VI. AMENDMENTS
These Rules & Regulations may be amended by a majority of the executive members of the section voting in person or by proxy at the annual Rules & Regulations meeting, or at a special meeting called for that purpose by the section director or by any ten (10) executive members. A majority of the executive members, present either in person or by proxy shall be necessary to constitute a quorum at the Annual or Special Meeting.
Prior written notice of a special meeting of the executive members called under theProvisions of this section specifying the time, date, location, and purpose of the special meeting shall be furnished to each executive member by deposit in the United States mail service postmarked no later than fifteen (15) days prior to the date of the special meeting.
